ADMINISTRATIVE ZONE AND POPULATION
Shanwei became a city directly under the jurisdiction of the province in 1988, when it was approved by the State Council. She has under her control Lufeng City, Haifeng County, Luhe county and the Urban District. Besides, two economic adminstrative zones have been set up, namely, the Honghaiwang Adminstrative Zone. Shanwei City has a population of 2.55 million, among which labouring population constitutes 51.5%. In the recent years, quite a few secondary techinique schools and vocational schools have been set up, carrying out multi-leveled, multi-patterned vocation trainings, which has greatly raised the quality of labour and has met the needs of economic development.

NATIONALITIES AND LANGUAGES
The hans are the majority of the population. The minority is the Shes, numbering only a little over 170, who have been inhabiting in Shanwei for generations. What's more, overseas Chinese and compatriots in Hongkong,Macao and Taiwan who have Shanwei as their native land number approximately 1 million.
The languages used in Shanwei are mainly dialects of Hans, namely the three main serials of Fujian dialects with Chao-Shan dialect as main branch, Hakka dialect and Guangdong dialect (Cantonese). Situated in the juncture of east Guangdong and the Pearl River Delta, Shanwei belonged historically to Chao-Shan region and at the same time was included in the Grand Huizhou region. That's the reason why the languages here are complicated. Chao-Shan dialect is most commonly used, Hakka is in vogue in northern mountainous areas, while Cantonese is quite popular in the urban districts and coastal areas which have close production, life and trade relations with Hongkong, Macao and the Pearl River Delta.
